Staff from the District of Maple Ridge have been invited to many venues to present their business planning framework which is recognized as leading edge. 

We have been using a business planning framework in Maple Ridge for many years. The business plans that we produce are of a very high quality and reflect our commitment to excellence in service delivery. This does not mean that there is not room for improvement and that is why each year, we review the framework and look at those areas that we could build upon.

Below are the reports which guide this business planning process and report our progress to our citizens.

This guidebook explains our business planning process which is simply a structured method of assisting Council with the difficult task of resource allocation. This is an increasingly challenging task in an era of decreased resources from senior governments and the expectations of customers and citizens in a growing community.

The Corporate Strategic Plan sets the direction of the business plans and all other organizational plans. Business plans will identify specific people responsible for ensuring the goals of the service area/ department are met and this will be reflected in individual performance plans. The ultimate goal is to develop a self-managed organization where everything we do is a cycle of continuous improvement.

Five-Year Financial Plan

The Community Charter requires that Council adopt a Five-Year Financial Plan (or budget) each year prior to adopting the annual property tax bylaw. The purpose of the Five-Year Financial Plan is to provide a budgetary framework for the District to plan and manage its resources, revenues and expenditures in order to best serve the community. The first year of the plan is the District's current year, while following years provide a guideline, incorporating the District's various long-term plans and strategies.

Note: The District's Five-Year Financial Plan for the years 2008 through 2011 received the Distinguished Budget Presentation Award from the Government Finance Officers Association.  In order to receive this award, a governmental unit must publish a budget document that meets program criteria as a policy document, as an operations guide, as a financial plan, and as a communications device.  This represents a significant accomplishment by the District of Maple Ridge and our staff.

Annual Report

In accordance with the Community Charter, an Annual Report must be prepared and made available to the public before June 30 each year.

The report provides information on the District's financial position and results of operations, and must include the following information:

  • the municipality's audited annual financial statements for the previous year;
  • a list of the permissive tax exemptions provided by council, and for each exemption, the amount of property tax that would have been imposed during the previous year if the exemption had not been granted;
  • a report on the municipality's services and operations for the previous year;
  • a progress report on the performance of the municipality with respect to established objectives and measures;
  • a statement of objectives and measures that will be used as the basis for determining the municipality's performance during the current year and following year; and
  • the details of any declarations of disqualification made against individual council members during the previous year
  • any other information Council considers advisable.

Once completed, the Annual Report must be made available for public inspection. After making the report public, Council must wait a minimum of two weeks before holding an annual meeting on the report. This provides citizens with time to review the annual report, ask questions, and prepare submissions. Council must give notice of the date, time and place of the annual meeting in accordance with the Community Charter's requirements for public notice.

 

Note: The District's Annual Report for the years 1991 through 2009 received the Canadian Award for Financial Reporting from the Government Finance Officers Association. The award recognizes excellence in governmental accounting and financial reporting, and represents a significant accomplishment by the District of Maple Ridge and our staff.

Citizens Report

This award-winning report is the "Reader's Digest" version of our Comprehensive Annual Financial Report, summarized for readability and perspective. It presents the District's financial situation in the context of the larger economic picture and highlights many of our accomplishments.

Note: The District's Citizens Report for the years 1996 through 2009 received the Award for Outstanding Achievement in Popular Annual Financial Reporting from the Government Finance Officers Association. The award recognizes conformation to program standards in the areas of creativity, presentation, understandability, and reader appeal, and represents a significant accomplishment by the District of Maple Ridge and our staff.

Citizens Survey

Citizens Survey Cover The District surveys our citizens every three years to obtain their views on strategic direction, and on their satisfaction with Municipal services.  The surveys provide valuable citizen input into both strategic planning and service delivery assessment.
